You can: give biometrics and hand in documentsFingerprints and a photo, by appointment. VFS Global lists: Application submission with biometrics, only biometric collection, passport submission and passport collection. You send your passport only after IRCC asks for it.
You cannot: get visa advice or a decisionOfficers at an IRCC office make every decision. Nobody at the centre can advise you, tell you why you were refused, or speed a decision up.
A returned passport is not the decisionThe centre sends your passport back with the decision documents. Read those, and check your IRCC account.
Biometrics can last 10 yearsTemporary residence applicants give them once every 10 years. Most permanent residence applicants give them each time they apply.

IRCC's reply time is IRCC's, not ours. The law gives IRCC 30 days from receiving a request to reply, and lets it extend that by sending a notice.
