Short answer

CAIPS Notes Apply is a brand of Pro Lifeset Overseas Pvt. Ltd., an independent company in Patiala, Punjab, India. It holds a Punjab (India) licence, not a Canadian one. It is not part of IRCC and does not represent anyone to IRCC.

What we do

We help people who have applied to Canada, often after a refusal, see what IRCC recorded on their file. We file a request to IRCC for your records, send you what IRCC releases, and, if you want it, write a plain-English reading of what the notes say.
You can also request your own records yourself, free, under Canada's Privacy Act, from anywhere in the world. What we charge for is doing it for you.

What we are not

Not part of IRCCWe are not part of, endorsed by or affiliated with IRCC or the Government of Canada.
Not a Canadian representativeWe are not a regulated Canadian immigration consultant (RCIC), a lawyer or a Quebec notary. We do not represent anyone to IRCC or submit applications.

We cannot guarantee a visa decision, what IRCC releases, or when IRCC replies. Nobody can.

It is an Indian licence, not a Canadian one. It does not authorise us to give Canadian immigration advice or to represent anyone to IRCC.
