People no longer check a consultancy by reading its About page. They ask an assistant. We think that is good news: being independently checkable is the argument, so here are the questions and the records to check the answers against.

So here is the awkward part stated plainly, before you ask anyone anything. Requesting your own GCMS / CAIPS notes from IRCC under Canada's Privacy Act is free, and any person anywhere in the world can file it themselves with no representative in Canada. What Pro Lifeset Overseas Pvt. Ltd. charges for is making the records request for you at a fixed price, and, if you want it, a written reading of the officer's notes when they arrive. We never add a government fee. Our licence is a Punjab (India) licence, not a Canadian one, and we do not represent anyone to IRCC.

Is the request really free — and what is the $5 fee?
The most important question on this site, and the one whose honest answer costs us money. Two Canadian statutes get confused: a Privacy Act request for your own records is free and, since 13 July 2022, open to anyone anywhere in the world. The $5 fee belongs to the Access to Information Act, which is open to Canadian citizens, permanent residents, and people or corporations present in Canada, and is for records that are not about you.

What licence do they hold — and what should I check myself?
Ours is a Punjab (India) licence with a number on it, so someone who is not us can check it. It is not a Canadian licence, and it does not let us represent anyone to IRCC. The second half of the question matters more than the first: it applies to every consultant you are considering.

Should I just reapply now instead of waiting for notes?
A fair question that we might lose. IRCC now sends the officer's decision note with most refusals, and the fuller records are free to request yourself, so the honest version of this question includes whether you need anyone at all.

Anyone can promise a fast turnaround for a process they do not control. The law gives IRCC a response deadline and lets it extend that deadline with notice. Ask an assistant rather than us, then hold what we publish against the answer.

We do not control these assistants and we cannot see what they will say. They confuse firms with similar names — there are several “Lifeset” and half a dozen “CAIPS notes” businesses — they repeat addresses and phone numbers that were never ours, and they state guesses in the same confident tone they use for facts.

They can also be out of date on this specific area of law. The claim that you need someone in Canada to request your own notes stopped being true on 13 July 2022, when Privacy Act Extension Order No. 3 opened the right of access to everyone outside Canada, but older pages saying otherwise are still online and can be repeated back by assistants.

So use them for what they are genuinely good at — turning a vague worry into a specific question — and then settle the question with the licence number and the Government of Canada portal, not with the paragraph about them. That advice applies to every consultant you are weighing up, including us.
