The personalized document checklist is not fully satisfied, forms are incomplete, key supporting evidence requested for the applicant’s situation is absent, or a later IRCC request for additional information is not answered adequately or on time.
IRCC instructs applicants to provide all documents on the personalized checklist and to respond to additional document requests used to establish admissibility. Incomplete applications or missed evidence requests can prevent the officer from being satisfied that the requirements are met.

Use a submission checklist and confirm every upload opens correctly. If IRCC later asks for more evidence, answer each item and keep proof of submission. If a document cannot be obtained, provide a truthful explanation and alternative evidence where appropriate rather than silently omitting it.

No. IRCC states that refiling the same information will likely not change the decision. A reapplication has to answer the specific concern the officer recorded — which is why you should read your GCMS notes first and find out exactly what that concern was.
