The invitation does not adequately explain the relationship, reason for the visit, dates, accommodation, financial support or host details, or it conflicts with the applicant’s own account.
IRCC expressly states that an invitation letter does not guarantee a visa. It is supporting evidence; the applicant still must establish eligibility and temporary intent.
Host identity/status, relationship, purpose, duration, address, financial undertaking and whether the host’s version matches the applicant’s.

Use a factual invitation containing the relevant details. For business visitors, include company relationship, purpose, facilities to be visited, expenses covered and intended departure information where applicable.

The applicant says he will self-fund a hotel stay, while the host says he will live with them and they will pay all expenses. That mismatch should be fixed before filing.

No. IRCC states that refiling the same information will likely not change the decision. A reapplication has to answer the specific concern the officer recorded — which is why you should read your GCMS notes first and find out exactly what that concern was.
