Different documents identify different payers, or the application does not explain whether airfare, accommodation and daily expenses are self-funded or sponsored.
The officer needs to understand whether adequate funds are genuinely available and whether the proposed financial arrangement makes sense.

No. IRCC states that refiling the same information will likely not change the decision. A reapplication has to answer the specific concern the officer recorded — which is why you should read your GCMS notes first and find out exactly what that concern was.
