# CAIPS Notes Apply: full reference

> CAIPS Notes Apply helps people who applied to Immigration, Refugees and Citizenship Canada (IRCC) get and understand their own IRCC records, often called GCMS or CAIPS notes: it files a records request for them and, if they want it, reads the notes with them. CAIPS Notes Apply is a brand of Pro Lifeset Overseas Pvt. Ltd., an independent Indian company in Patiala, Punjab. You can request your own IRCC records yourself, free, from anywhere in the world, or pay us to file the request for you and read the notes with you.

## What we do, and what we do not do

- We file a records request to IRCC for your own records (the officer's notes, and the application file on the services that include it), send you what IRCC releases, and, if you want it, write a plain-English reading of what the notes say.

- We cannot guarantee a visa decision, what IRCC releases, or when IRCC replies.

## Prices outside India

- As of 24 September 2026, there are three price lists: India in rupees, Canada in Canadian dollars, and every other country in US dollars. The prices are fixed, not converted from rupees.
- The site shows each visitor the list for the country they are browsing from; the "Prices for" menu beside a price list changes it.
- Payment outside India: Order on WhatsApp and we tell you how you can pay from your country, before you pay anything. We send the link on WhatsApp.
- India's prices include GST. Outside India, the price shown is the total we charge.

- Other countries (USD): every country not named above, other than India.

## How ordering works

Call the same number (+91 91155 80911), Mon–Sat, 10am–7pm IST. Naming a service in the chat is not an order: nothing is ordered until you pay the payment link we send.
- Payment in India: Pay 50% when you order and 50% after you have seen the filing confirmation. Prices include GST, and we never add a government fee.
- Payment outside India: Pay 50% when you order and 50% after you have seen the filing confirmation. The price shown is the total we charge, and we never add a government fee.
- Documents: Send photos or PDFs in the WhatsApp chat after you order. No originals, no courier, no office visit.
- Consent form (IMM 5744): It lets the representative named on it request and receive your records for you. We send it filled in; you sign it by hand in blue ink (IRCC does not accept electronic signatures) and send us a clear photo or scan. It is valid for one year.

## The process, and the two clocks

1. You choose a service (https://www.caipsnotesapply.com/find asks up to four short questions) and message us on WhatsApp.
2. You pay 50% and send your documents and the signed consent form.
3. We file within 24 hours of receiving your payment, documents and signed consent form (1 hour on Premium, during office hours). For a file without its application number there is no set hour, because it can need extra steps first. We send you a screenshot of IRCC's confirmation with your request number when we file. You then pay the remaining 50%.
4. IRCC replies. The law gives IRCC 30 days from receiving a request to reply, and lets it extend that by sending a notice. Nobody can make IRCC reply faster, including us.
5. You get your records. When IRCC's reply arrives we check it and send it to you on WhatsApp; it is also in your account.

Our filing time (step 3) is ours to keep. IRCC's reply time (step 4) is set by law and is not ours; we never promise a delivery date.

## Key legal facts, with official sources

- Your own records: section 12(1) of Canada's Privacy Act gives a right of access to your own personal information held by a federal institution such as IRCC. Privacy Act Extension Order No. 3 (SOR/2021-174) extended that right "to include all individuals outside Canada"; it came into force on 13 July 2022. IRCC's page says foreign nationals "regardless of where they are located" can request their personal information, and: "There are no fees involved with the processing of a request under this Act." - The other law: the Access to Information Act covers government records that are not about the requester. Its $5 fee, and its limit to Canadian citizens, permanent residents and people or corporations present in Canada, do not apply to a person's own file. - Deadline: section 14 of the Privacy Act gives IRCC 30 days from receiving a request to reply. Section 15 lets it extend that by up to 30 more days, or by a reasonable time for translation or an accessible format, with a notice sent within the first 30 days that also states the right to complain. Complaints go to the [Office of the Privacy Commissioner of Canada](https://www.priv.gc.ca/en/report-a-concern/). For a request we file, the time is stated Act-neutrally: The law gives IRCC 30 days from receiving a request to reply, and lets it extend that by sending a notice.
- Officer decision notes: IRCC now sends the officer's decision note with most refusals: temporary-resident applications refused since 29 July 2025 (visitor visas, super and transit visas, visitor records, study and work permits and their extensions) and permanent-residence applications refused since 26 May 2026. It does not send them for eTAs, temporary resident permits or humanitarian and compassionate applications. IRCC may remove portions of a note. A decision note gives the final officer's reasons. A records request can also return the case history, earlier notes and documents on your file, subject to what IRCC withholds. Thinking of Federal Court review? - Consent (IMM 5744): needed when someone else requests your records for you. Family members on the file whose details are also wanted (a spouse or partner, children aged 16 or older) sign it too. It is signed by hand in blue ink (IRCC does not accept electronic signatures) and is valid for one year. - A common refusal ground, R179(b): section 179 of the Immigration and Refugee Protection Regulations lets an officer issue a visitor visa only if it is established that the applicant "will leave Canada by the end of the period authorized for their stay". ## Questions and short answers

### Can I request my own GCMS or CAIPS notes myself, for free?

Yes. You can also request your own IRCC records yourself, free, from anywhere in the world: it is your right under Canada's Privacy Act. What we charge for is doing it for you, and reading the notes if you want that. ### Do I need a Canadian citizen, permanent resident or representative to request my own records?

No. That restriction, and the $5 fee, belong to the Access to Information Act, which is for records that are not about you. Your own records are requested under the Privacy Act, which is open to anyone anywhere and has no fee.

### Did IRCC already send me the officer's reasons?

Possibly. IRCC now sends the officer's decision note with most refusals: temporary-resident applications refused since 29 July 2025 (visitor visas, super and transit visas, visitor records, study and work permits and their extensions) and permanent-residence applications refused since 26 May 2026. It does not send them for eTAs, temporary resident permits or humanitarian and compassionate applications. Go through the refusal documents IRCC sent to you or to your representative, including those in your IRCC account. Look for a note written by the officer explaining why the application was refused, separate from the standard refusal letter.

### If I have a decision note, do I still need my full notes?

### Can I appeal a refused visitor visa, study permit or work permit?

No. IRCC says: "Under Canada's Immigration and Refugee Protection Act, there's no formal process to appeal decisions on temporary residence applications." You can apply again with new information, or ask the Federal Court for judicial review, which has short deadlines (IRPA s.72(2)(b)). A refused family sponsorship can often be appealed by the sponsor. ### Can the notes guarantee my next visa?

No. The notes can show what the officer recorded and why; the next decision rests with the visa officer. Nobody can guarantee an approval.

### Can I order for a family member?

Yes, but the records are theirs, so they must consent: they sign IRCC's consent form (IMM 5744) by hand in blue ink. IRCC does not accept electronic signatures, and the consent is valid for one year.
